This book explores a striking paradox in the
2022 Indonesia–Singapore agreement on Flight Information Region (FIR)
realignment. Indonesia secured the realignment of the FIR boundary to bring the
airspace concerned within the Jakarta FIR, while agreeing to delegate the
provision of air navigation services in designated portions of that airspace to
Singapore for 25 years. This arrangement, described in the book as the
“Sovereignty–Delegation Paradox,” highlights the distinction between
territorial sovereignty and operational control.
FIR management is more than a technical matter
of air navigation. It also reflects competing interests among political,
bureaucratic, military, and economic elites in Indonesia and Singapore, whose
interactions extend to international institutions such as ICAO.
The book argues that elite power is not always
exercised through overt political pressure. It can also be exercised through
technical language, international standards, and bureaucratic procedures.
Decisions that appear purely technical and legal may therefore emerge from
competing interests and bargaining within transnational networks.
Beyond the question of who manages the FIR,
this book poses a fundamental question: a state may possess legal sovereignty
over its airspace, but how effectively can it exercise that sovereignty without
the capacity to control, manage, and defend it?
